Adequate Yearly Progress (AYP) 2010-11

All YCSD Schools Expected to Meet Virginia's Highest Accreditation Standards
13 of 19 Schools Make AYP

August 11, 2011 - For the ninth year in a row, preliminary data indicates that all YCSD schools will again meet Virginia's highest accreditation standards. And, even though the level of performance required to meet federal No Child Left Behind (NCLB) Adequate Yearly Progress (AYP) standards continues to increase each year, 13 of 19 schools met all NCLB AYP requirements. Additionally, every school met the high AYP requirements for the "all students" category.

"The AYP data helps us celebrate strengths and recognize opportunities," Eric Williams, Ed.D., superintendent, said. "Nonetheless, it is just one measure of teaching and learning. We will build on our strengths and take advantage of opportunities by focusing on engaging students in rigorous work."

Made AYP Did Not Make AYP
School Results 697 (38%) 1,129 (61%)
Division Results 4 (3%) 128 (97%)

As a division, YCSD met AYP requirements in 25 of 29 categories, missing the AYP requirements for Limited English Proficient (LEP) students in English, students with disabilities in English and math, and the Other Academic Indicator (OAI) for graduation.

"We are particularly pleased with the improvements in the area of English performance for our students with disabilities," Lisa Pennycuff, Ed.D., director of accountability and instructional services, said. "Eleven of our 19 schools made gains in this area, with all four middle schools demonstrating double-digit gains in English performance for students with disabilities."

Highlights by level include:

Elementary:
    • Elementary English performance continued to be strong with overall student pass rates ranging between 86 to 95 percent with nine of 10 schools exceeding 90 percent.
    • Elementary math performance success rates were particularly impressive. All 10 elementary schools experienced overall pass rates of 96 percent or higher.
Middle:
    • Middle school English pass rates for all students combined increased, with pass rates at or above 91 percent in this category at all four schools.
    • Three of four middle schools met the AYP requirements for English performance. Grafton, Tabb and Queens Lake middle schools demonstrated gains in 5 of the 6 subgroups. Yorktown Middle experienced gains in 4 of the 6 subgroups.
    • All four middle schools demonstrated significant gains in reading performance for students with disabilities: GMS (10 percent increase), TMS (18 percent increase), QLMS (28 percent increase) and YMS (10 percent increase).
    • Middle school math pass rates ranged from 88 percent to 94 percent for all students. GMS, QLMS and TMS improved performance in 3 of 6 subgroups. YMS improved performance in 2 of the 6 subgroups.
High:
    • Overall student pass rates for English performance were strong and ranged from 94 to 100 percent. (YRA-100%)
    • Math performance held strong with an overall student pass rate for the five high schools ranging from 88 to 97 percent.

The Federal Graduation Index (FGI) 4-year rates for the division improved for students in 2 of the 6 subgroups: black (76 to 82%) and economically disadvantaged (66 to 74%).

All five high schools also improved their FGI rates for students within particular subgroups:

  • BHS (black - 17% increase; economically disadvantaged - 12% increase)
  • GHS (black - 7% increase; LEP - 8% increase; students with disabilities - 13% increase)
  • THS (black - 1% increase; economically disadvantaged - 18% increase; Hispanic - 22% increase ; LEP - 25% increase ; students with disabilities - 10% increase)
  • YHS (economically disadvantaged - 2% increase)
  • YRA (100% in the following subgroups: economically disadvantaged; Hispanic; students with disabilities)

"Overall, we continue to be pleased with our results," Stephanie Guy, Ed.D., chief academic officer, said. "We've seen positive growth in many areas and are committed to diligent analysis and action to ensure continued improvement. We will work with schools that did not make AYP to analyze their data, identify achievement goals for specific subgroups, and implement strategies and best practices for increasing overall student achievement," Guy said.
