Virginia Literacy Act
The Virginia Literacy Act (VLA) highlights Virginia's dedication to improving early literacy outcomes for all students. Through the VLA, school divisions are required to provide literacy instruction grounded in science-based reading research. YCSD has developed a detailed division literacy plan that outlines the steps taken to ensure all students receive quality literacy instruction.
Virginia Literacy Act Components
The Virginia Literacy Act includes five main components. The York County School Division literacy plan ensures that all components are met with fidelity.

At the heart of the York County School Division literacy plan is the YCSD vision statement.

YCSD literacy instruction:
- Engages students in a variety of writing and speaking opportunities which empower students to share their knowledge effectively
- Develops critical thinking and comprehension skills necessary for success within and beyond the classroom
- Implements explicit foundational reading and writing strategies to build fluency
- Utilizes complex texts on a variety of topics to build vocabulary and knowledge of the world
- Leverages the use of approved high-quality instructional materials rooted in science-based reading research
Division Literacy Plan
The Division Literacy Plan summarizes the steps YCSD will take in the upcoming year to ensure our students receive evidence-based literacy instruction. The literacy plan includes professional development for York County teachers, the use of high-quality instructional materials, ongoing monitoring of student progress, and opportunities for school-family partnerships.
