Welcome to the York County School Division. Whether your child is about to start kindergarten or transferring into YCSD, we are happy to have your family join our school community.

Enrolling a New Student

If you know your child(ren) will be attending YCSD, we encourage you to begin the registration process as soon as you can, even if you are still moving or gathering documents. Enrolling early helps us plan teachers, classes, bus routes, and services so all children have a smooth start.

How Enrollment Works

Step One

Determine Enrollment Eligibility

The following factors determine a child’s eligibility to enroll in YCSD.

Residency: children must live with a parent or legal guardian residing in York County.
Age: children must turn 5 on or before September 30 of the upcoming school year. YCSD is not able to make exceptions to the age requirement set by state law.
Employment: children of full-time YCSD and County staff living outside York County may enroll in schools as space permits. Staff will need to submit a Non-Resident or Out-of-Zone Student Application and receive approval.

Step Two

Pre-Register Online

Complete our secure Online Pre‑Registration form to begin the enrollment process (we recommend completing this form on a computer or laptop). This form is designed to provide a convenient way for families to input information directly into the division’s student information system (SIS). This not only saves time for families and school staff time, it reduces potential errors. Please follow the steps below to pre-register your child:

Create an account with a username and password
Log in with the username and password
Select to submit a new student or select to edit a child previously submitted/saved
Schedule appointment with the school the child is enrolling in to complete the registration process
Provide required documentation to the child’s school

Any student entering the York County School Division for the first time is required to provide:

Virginia Law makes an intentional false statement concerning a child’s residence a criminal offense (§ 22.1-264.1 of the Code of Virginia).

Health Information

Physical dated within the last 12 months (for elementary students only) - VDOE School Health Entrance Form

Documentation indicating that the child has received the required immunizations.

If applicable: Health care plan(s)(e.g., Asthma Plan, Allergy Plan)

If applicable: Doctor's orders for any medication administered at school Documentation of a comprehensive physical examination is required before entry to prekindergarten and elementary school (Code of Virginia, § 22.1-270). The physical must be completed no earlier than one (1) calendar year prior to entering school.

Required Immunizations

Please review the minimum required immunizations listed on the Virginia Department of Health (VDH) School and Daycare Minimum Immunization Requirements website for complete details.

A child whose immunizations are incomplete may be admitted conditionally, as specified in the Code of Virginia § 22.1-271.2.B, provided the parent or guardian has documentation at the time of enrollment indicating that the child has received at least one dose of the required immunizations and has a written schedule for completing the remaining doses within 90 calendar days of enrollment. If the parent has not provided the required documentation by the end of the 90th day, the student will be withdrawn. The 90-day grace period does not apply to the Tdap requirement because Tdap is a single dose vaccine, not a series.

Exemptions for physicals and immunizations:

A medical exemption is a physician's written statement that immunizations would be detrimental to the child's health at that time and future immunization compliance is planned.
A religious exemption is a parent signed and notarized document entitled Certificate of Religious Exemptions (CRE-1).

Additional Enrollment Information

Out-of-Zone and Non-Resident Enrollment

Based on capacity and program offerings, students may enroll in schools other than those in their assigned attendance zone. Applications and additional information may be obtained from any school's main office or the School Board Office. Applications are accepted between February 1 and June 1 for the upcoming school year.

Out-of-zone high school students, except for rising freshmen who choose to transfer under the “nonresident policy,” will be ineligible to compete in Virginia High School League-sponsored athletic or scholastic activities for 365 consecutive calendar days after being enrolled in the new school.

Students must maintain good standing in regards to attendance and behavior to remain in the out-of-zone placement. Attendance and discipline problems could result in revocation of the out-of-zone attendance approval.

If a student’s residence changes during the school year, the parent must notify the school. A Non-Resident or Out-of-Zone Student Application may need to be submitted.

Non-Resident Tuition Rates

Tuition Rate for student included in State ADM Count: $7,399

Tuition Rate for student not included in State ADM Count: $14,949

This rate applies to a non-resident student who is not enrolled at the time of the State ADM count on March 31, 2026 (the student enrolls on or after April 1, 2026).

Non-Resident Employee's Child (children of non-resident employee of the York County School Division):

Full-time staff member employed by the York County School Division will not be charged tuition.

Students Experiencing Housing Insecurity

Students in Foster Care

Pursuant to the Code of Virginia § 22.1-3.4, a student who has been placed in foster care by a local social services agency shall be immediately enrolled, even if the placing social services agency is unable to produce the documents required for enrollment. In such cases, the person enrolling the student shall provide a written statement that, to the best of his/her knowledge, sets forth (i) the student's age; (ii) compliance with the requirements of § 22.1-3.2 of the Code (student's school status); and (iii) that the student is in good health and is free from communicable or contagious disease.

Military Families

The Interstate Compact on Educational Opportunity for Military Children (§ 22.1-360 of the Code) facilitates the timely enrollment of children of military families and ensures that they are not placed at a disadvantage due to difficulty in the transfer of education records from the previous school district(s) or variations in entrance requirements.

YCSD Attendance Zones

The York County School Division is divided into four middle and high school zones and 10 elementary school zones. To determine which school your child will attend, zoning maps are available; however, the best way to search is through York County's mapping service. After inputting a York County address, school attendance zones will be listed along with additional property information. Before buying or renting a home in York County, please be advised that attendance zones may be modified to address school capacity issues.
